PERSONAL

I am a 56 year old Public Health Director, Medical Director, board certified internist and family physician. I have over 30 years of medical and administrative experience that has been of great value to both governmental, charitable, and other health care organizations. I have exerted important administrative analysis and improved the efficiency, quality and fiscal performance of four different medical systems, including 10 years in the United States Public Health Service.

My medical health is excellent with no hypertension, no diabetes, and only treated for recently diagnosed hypothyroidism. My family bonds are well tempered and my emotional health is strong. I have excellent physical fitness.

United States Public Health Service, 1975 - 1984, National Health Services Corps, Vinal Haven, Maine, attaining rank of Captain, USPHS. The goal was to develop a health care system in a financially deprived and geographically isolated location, underserved by medical professionals. I served here for 18 years, and had great accomplishments:

Prenatal clinics and obstetric care: these were established, and worked to make safer and better obstetric care, prevent birth defects, and ensure well - baby services. Developed Care Agreements to ensure Specialist High Risk Care for Mothers and Infants.

Well baby clinics: held monthly, screening for anemia, lead, growth and developmental problems, and scrupulous attention to immunization, Car Seat Program

100% Immunization of Children continuously through my service.

Flu shot Clinics, each autumn.

Hearing Screening, Scoliosis Screening, Glaucoma Screening, Hypertension Screening

Diabetes Detection Project

School Physician, Team Physician, physicals, supervision of immunizations for K - 12.

Deputy Medical Examiner, State of Maine (similar to coroner)

Research: I was involved in Diabetic Research with the National Institutes of Health; Genealogical Research with University of Maine, Lyme Disease and Tick Research with Maine Medical Center.

Public Health Officer: involved with condemnation proceedings, landfill issues, restaurant inspection, industrial inspection of outdated fish freezing plant. After numerous hazardous leaks of ammonia, the plant was re - designed with use of liquid nitrogen instead of ammonia.

Medical Director: Ran this healthcare system, including pharmacy, and helped prepare budget, and worked closely with citizen voluntary Board of Trustees. There were 10 employees. There was no public support, other than tax - free charitable status. I left this organization with a $1 million dollar endowment. I reported to the Town Meeting and Selectmen on Health Matters and Activities, at least annually, and prepared a report for the Town Report.

EMPLOYMENT

1975 - 1994: Solo physician, Vinalhaven, Maine

For 11 years supported by National Health Services Corps, and then 8 years with community support, I ran the entire health care services for these 1800 year - round and 6000 to 8000 summer population. The isolation of 2 hours by boat, if available, led to my devising logistical solutions to many problems. I developed evacuation pathways for the 200 evacuations needed each year; State ferry boat, mail plane, or Coast Guard or lobster boat were used. I donated and operated a fully equipped ambulance and trained a first aid squad. I performed x -rays and simple orthopedics; delivered 20 babies each year in their homes; ran an in - office CLIA - approved laboratory; ran a dispensary selling $200,000. in drugs each year; during my tenure, raised the Medical Center’s endowment from $25,000 to $1,000,000. I served as Assistant Professor to students from Brown, Dartmouth, and University of Vermont Medical Schools; also for students from New England College of Osteopathic Medicine.

While in Maine, I had courtesy privileges at Penobscot Bay Medical Center, in Glen Cove, Maine. I was also Deputy Medical Examiner, State of Maine.

I received the highest Commendation Medal from the United States Public Health Service, twice, for service and dedication..

In 1984, I served as a Panel Member on The National Institutes of Health Consensus Conferences on Hypercholesterolemia and Hypertriglyceridemia. The first standards of care for treating dyslipidemias were established at this conference.

In 1988, I was a Witness at a U.S. Senate Hearing on Investigating Prescription Drug Pricing.

1994 - 1998: Medical Director, Bassett Healthcare Clinic, Herkimer, NY; Medical Director, Valley Health Services , a 160 bed rehabilitation and nursing facility in Herkimer, New York; Attending Physician, Bassett Hospital, Cooperstown, New York; Associate Professor of Medicine, Columbia University, Medical Director, Remington Arms Contract.

This was a troubled clinic with a lazy work ethic, and losing approximately a million dollars each year. I discovered serious fraudulent appearing billing practices for both Medicare and Medicaid. Within 3 years, I had been able to correct that deficit by productivity efforts as well as addition of new services.

I created a formulary for Valley Health Services Rehabilitation Facility.

As of January, 2003, the NY State Fraud Unit, the NY Inspector General, and the Office of Inspector General, Department of Health and Human Services continue to investigate my complaints. The allegation of fraud is against Bassett Healthcare, not against me.

1998 - 2001: Attending Physician, Little Falls Hospital, Little Falls, NY; Medical Director, Primary Care Clinics in Herkimer, Newport, Dolgeville, and St. Johnsville, New York.

I have energized this practice, bringing thousands of patients with me. I have admitted an average 200 patients per year to hospital, including ICU. Routine as well as outside reviews of all my care found it to be prudent, cautious, and excellent. Again, no adverse patient complaints or malpractice suits.

I have served on the Executive Committee, Quality Care Committee, implemented the concept of comprehensive and meaningful record review, and been a member in good standing of Medical Staff as well as Department of Medicine. I’ve proctored 4 new physicians until they could be moved to full privileges, and supervised quality assurance activities at the Primary Care Clinics as well as performance of 4 physicians and 4 nurse practitioners.

2001 - 2002: Healthcare Legislation Lobbying Activities; Committee for Justice, Herkimer, NY

This effort arose as a result of my interaction with an unjust action of the State of NY Health Department. Efforts included petition drives, public meetings, evidence development and consensus building. An active letter - writing campaign and several TV and Radio appearances led to being a key witness at the NYS Assembly Health Committee Hearings, January 31, 2002 in NYC on the "Physician Disciplinary Process, chaired by Assemblyman Chairman Richard Gottfried (D) Manhattan.

These efforts have lead to the bipartisan introduction of Assembly Bill A11330, which was passed unanimously in June 2002. It has lead to the Senate version of this bill, Senate bill S 7466, introduced by Senator William Larkin, now proceeding through the NY Senate. This bill allows more due process for the physician disciplinary process, without sacrificing the ability to discipline bad doctors; and allows for further hearing if exonerating evidence is presented after disciplinary action has been taken.

As of January, 2003, Senate Bill S7466 will be reintroduced by Senator Maziarz of Niagara County. This legislation will allow an opportunity to present the evidence of malfeasance, perjury, and mischief that characterized the original proceeding.

October 2002 - Present: Director of Public Health, Herkimer County, NY I was unanimously selected by the Herkimer County Legislature, and this 6 year appointment was approved by the New York State Department of Health. This Department is the largest in Herkimer County with 80 employees, and a budget of nearly $10 million dollars.

INTERESTS

My wife and I live in our newly built home in Little Falls, New York. Our son graduated in May, 2002 from the University of Massachusetts, with a degree in Economics. We have volunteered at the General Herkimer Historic Site, as well as the Fort Klock Historic Site, and raising puppies for Guiding Eyes for the Blind. While in Maine, I was Cubmaster, Scoutmaster, and Sea Explorer Adviser for the Boy Scouts for 15 years. I took the Scouts to the National Jamboree and to the Philmont National Scout Ranch.

My personal hobbies are traditional iron working, wood working, gardening, bird watching and nest identification project, wild orchid cultivation, mountain hiking, swimming, snowshoeing and skiing.

I am a lifelong non - smoker, drink occasional beer or wine, have never used illicit drugs or non - prescribed medications.
